CA MTSS emphasizes a whole-child approach to learning by aligning academic, behavioral, and social-emotional learning in a fully integrated system of support for the benefit of all students. The HLPs for instruction provide foundational skills to ensure all students are provided universal supports that allow them to be successful in the most inclusive and equitable learning environments.
